How do you delete history completely? It keeps coming up!?

Okay, I went to delete browsing files stuff and everything is gone. But I have this windows explore bar where it just keeps on coming up with these websites. Even when I look in the history folder, its all clear but when I press the down button on the toolbar (where all websites are) it's still there! Even when I press X, it goes but when I open a new browser it comes up again! WTF? Help?
 
internet options > content tab > delete auto complete history or untick all the boxes, from now on each time you enter text into the address bar or google serach the text not be saved

To delete all browsing history

In Internet Explorer, click the Safety button, and then click Delete Browsing History.
Select the check box next to each category of information you want to delete.
Select the Preserve Favorites website data check box if you do not want to delete the cookies and files associated with websites in your Favorites list.
Click Delete. This could take awhile if you have a lot of files and history.
Failing that try Help and have a search there.
