How do you copy an image into a layer on Photoshop?

I'm trying to copy an image onto another layer if that makes sense. I have two photos right? I have one of an eye and one of an avocado. I want the avocado to be in the eyes reflection so I am trying to copy the avocado to the eye layers thing... How do I do this?
It won't copy though!
