How do you cook 'the perfect steak'?

whenever my mum (im 15 btw) attempts to cook a tender steak, there is always blood throughout the steak, making it taste bad. does anyone know how to stop blood oozing out of the steak while keeping the steak nice, pink, and tender? like how long do you need to cook it each side, is there any preperations you need to use on the steak, and is there any things you need to do to the steak whilst it is cooking?
