Yes you eat the 'husks'. Blanching means plunging them into very hot ater for a short time. Usually then into cold water if you are freezing them.
 
you take the beans out of the pods then put them in boiling water for about 10 min.Blanching is putting them in boiling water for about 3 min then taking them out and put them into cold water till they are cold right through this is normally done if you are going to freeze them
