I've been to several sites that had someone ask this question and every one had either no reply or a reply along the lines of "I don't know I've never been able to do it." I was given the ability to build marinas but no matter how I try to build it I get the red outline indicating that I cannot build on that spot. I've tried on the coast like in SimCity 2000 but that doesn't work. If anyone is reading this and doesn't own this game I recommend either you not buying or wait a few months when it's price drops because you know how games that sucks prices drop? I predict this will hit $10.
