How do you break into the management world when you have 10+ years of

Programming Experience under your belt? I have been working as a software developer (now as technical lead from last 1 years) from last 10+ years. In these 10 years I gained some experience doing project management, new hires, resource management, and technology decisions but nothing "formal" or something that my position title would reflect.
I want to make my next move and try for a Development Manager or Project Manager.

How should I go about it? Would some sort of certification help me to increase my chances?
