How do we register our general contracting business in DE?

My fiance and I just moved to DE from NJ. Because NJ and DE are not reciprocating states we can't transfer our license.
What are the provisions and how do we obtain an application?
I have been searching the web and have not had any luck finding the forms we need!
A website would be greatly appreciated! Thanks!
