How do we have the worst public education yet best universities?

Supposively America has good universities, yet bad public education systems. Yet, here's the thing I don't understand. How can a college in 4 years, make up for 12-13 years of crappy education. You can't, can you? Not only would students need to learn the advanced stuff, but also be taught the basics that public education systems did not teach, yet countires in asia actually learned. For example, mathematics is cummulative. How would an engineer, math, or science major be able to compete and be on an equal playing field with those from asia after graduating from colleg?
Edit: Also, I'm not just talking about the best colleges in the USA like ivy leagues. I'm talking about all colleges in the US in general.
