How do u create a webpage with html? using the guideline included?

I have to have the following in my web page when i make it:
Frames
Image(s) - should have alt, title, height, width attributes.
links - Text link(s) & image link(s)
Link(s) to another web page within the same website
Link(s) to a web page in another web site
Link(s) within a web page
Link(s) to an email address
Bulleted list(s)
Text formatting
Table(s)
Image map(s) (must contain 2 or more hotspots)
Changing link colors
Horizontal menu bar(s) or Vertical menu bar(s)
