What would be the proper way to state the III in the Author's name?

You just need the last name. For instance, if the guy's name was Jones, B., Jr. you'd just put (Jones, 2009).

You will have to go with how the author's name appears in the original (in this case the 2001) paper. Most authors drop the suffix when they publish. Mark Delain III in that case would be cited in line as (Delain et al. 2001).
