Is there a significant difference between the two (in terms of power, reliability, etc.)? I am looking for a good first dual purpose bike, more street that trail riding.

Both are pretty top notch rides from street to dirt, you may want to have the shocks revavled for moderate dirt riding as they are pretty plush for the streets. Power is pretty much the same untill you change out the sprokets to lager or small sizes, depending on where you want the power for the dirt or speed for the hwy's. MPG will be pretty good as well, eventually you will probably want to put in a jet kit which is pretty simple.

Klx is like 4" taller than a 230l. I sat on the Honda at ther dealer and I own a 250s. The klx has a claimed 18hp and the 230 is 16 but with a re-jet and airbox/ exhaust mod the kawi will get another 1-2 ponies (I modded mine) you can also get a klx300 cylinder for it or a 331 big bore bringing it up to 26-28hp, I'm getting the 331. I don't think there are and bolt on options for the Honda yet. I love Honda but I settled for the Kawi wich turned out to be a good thing. It's a great bike to fool around on back roads and trails, theres a bunch of parts that fit from other Kawi's and in my opinion is the next step up from the Honda just because of the height and tiny power difference. For reliability I would say Honda but my trusty Kawi hasn't had a hicup yet and I don't think it will for a long time. To be honest you will get used to the power and will soon be looking for more but theese lil bikes will get you down the highway and into some mud.
