How do police decide when to use unmarked cars to pursue a known criminal?

The situation: A guy escaped from a prison work detail, stole the prison van and took a citizen hostage. Now he's trying to get away via the freeway in the hostage's car. He's holding a knife to the driver's throat and telling the driver where to go.
Would police use unmarked vehicles as well as cruisers to pursue this suspect?
 
The idea is to apprehend the suspect and make sure the hostage gets away safely. The suspect will know that police are in pursuit, so the decorations on the car don't matter at all.
