How do people extend the quarter panels way out on a toyota tacoma 4x4 dunes

prerunner (like a trophy truck)? a normal toyota tacoma has flush quarter panels (wheel wells) but when someone wants to take it to the dunes and they make it look like a trophy truck with the bulged out wheel wells... how do they do that? to see what i mean - google image search tacoma desert prerunner and look at the bottom right picture. Thanks
