How do make a succeful cover letter on Odesk?

How can I make a succesfull coverletter on Odesk. I want it to track attention. But I dont want to over exagerate and put more than I can really do. And also, on the part where it tells you the pay for a project. Do I put what they have starting at. Or do I have to go below the paying start to make the company pick me? Also on the resume part, Is that necessary. If it is. I been off a job for like2 years, what do I put on my resume then. My last working job in 2007? What do you think.
