How do I write the code for <If cell is empty return "text"> in conditional

formatting in MS Excel? I need the conditional formatting code for <If cell is empty return "text">. I will use text, and possibly symbols (such as arrows). If it is not possible, please reply and tell me so. The reason I want to use conditional formatting rather than just overwriting the empty cells when necessary is for the cells to return to the "text" if I delete the previous value or text in that particular cell.
