How do I write an ap world history thesis?

I am writing a compare and contrast essay over the infrastructure of classical greece and classical rome. I have my facts:

-Rome had a mighty empire and Greece had city states
-Rome mastered engineering and Greece concentrated on scientific thought
-They share ideas about religion

Now how do I put that all together?
