how do i use a drill pump ?

Most pumps can push much higher than they can lift (pull). As already suggested, place the pump as close to or even below the level of the water, if possible, to create a siphon effect. If you don't have a foot or check valve in the suction hose, trying to prime will require some fast footwork. At the risk of insulting you, the pump is being turned in the right direction?
 
bought a drill pump , have attached the hoses on each end, have put the inlet side into the water and turned on the drill running about 1400rpm, it just wont suck up the water ! am i doing something wrong, simple job turning bad here, thanks
