how do i turn on scripting? how am i able to download flash player?

i cant view youtube videos because it says i have javascript turned off but then i turn it on on tools under internet options and clicking on enable scripting or active script and for some reason i cant download the flash player,ive heard from some people that is dosent help out so please can anybody help me!!!!!!!!!!!!!! i love youtube
