How do I turn on cgi-bin directory access?

I installed a wamp server on my vista and almost everything is working fine except

cgi-bin directory (error 403, access restricted)

I'm installing ostube and the only problem now is cgi-bin access. Some help me!

If I have to set the permission 777, how do I do it on windows vista?
