How do I turn my computer's bluetooth on?

I have a vaio VGN-FW140E, and it's bluetooth capable, but I've never used it. My sister and I (she has a different vaio thats also bluetooth enabled) want to share files using bluetooth, but for some reason I can't let her computer find mine. when i check the box that says 'allow bluetooth devices to find this computer', a box pops up saying that discoverability and connection settings not saved' and it won't let me do anything. what do i do? D:
