How Do I Train My Puppies To Whine or Somthing To Go Outside To Pee And Poop?

They are a few days over 8 weeks, i got them on vacation in Minnesota and brought them home to Florida. they whined in Minnesota but not any more. I got pads for them but they barely use them... they bite it most of the time... but when they gotta poop they go anywhere without warning.

Please Help!!!!
By The Way I Have Two So When One Goes The Other Goes In The Same Spot
