How do i train my new puppy to do its business outside?

I just got a puppy yesterday and i think its probably around 20 weeks i don't know it is a jack russel and today when i woke up my puppy did its business all around the kitchen i took it outside but it didn't even go it just sat there and we were out there for an hour! and when it came inside it did its business around the kitchen again!Please help me
