How do I teach my dog to walk properly?

I have an (almost 3 year old) male german shepherd dog. He's not very trained - I mean, he knows what "sit", "lay" and "stay and the basic commands mean, but he'll only do them when he's calm and when we have treats for him. He gets over excited so easily, and it's very hard to calm him, especially around people who come to visit us. He starts squealing and just going crazy.

But anyway, I think he would be a lot better if we were able to walk him daily and properly. See, the problem isn't that there isn't anyone to walk hmi, it's that we can't. He PULLS so hard when he walks. I'm a 17 year old girl, i'm not very strong, I can barley hold the leash while walking him, and I hate how he chokes himself and then starts breathing heavy and yeah - it's scary and I don't like it.

So my question is, how can I teach him to stop pulling? Is there any type of special collar or anything that can discourage it? (except a choker collar cause he would literally kill himself, I don't wanna hurt him).

Also when he sees another dog, he goes crazy and starts barking and trying to get to them. one time it was a staffy and my Rex was only about 8 months old at the time. the staffy didn't have a leash and it kept trying top attack rex - i was so scared. so is there any way to make him like other dogs more? he's never been around other dogs since we've had him, except the ones he barks at and tries to attack while walking :/

PLEASE don't suggest getting my dog de-sexed, "fixed" or whatever else you call it - I'm completely against that and refuse to do it.
