How do I take screencaps of a TV show?

I don't want to use a digi/video cam because the quality sucks. I just want to take screencaps from the TV itself without all those black and white lines showing. What programs should I use? Should I connect the TV to the computer or something?

PLEASE HELP. I want to get screencaps of NCIS. I've looked everywhere I can, but they don't have the screencaps I want.
 
Gert a tuner/capture card for your computer and record the show with that, from your antenna/cable, or your cable/satellite box. Then you can snap images from the playback.
