How do I stop the neighbors cat from whining at my doorstep?

I'm about to move into a new apartment and the previous owner used to feed the neighbors cat. The guy has been gone for a few months now and when I went to look at the unit the neighbors cat came over and starting whining for food or something. How can I stop the cat from coming over all of the time? Is there some kind of cat repellent/scent that I can spray somewhere so it doesn't come over? Sounds stupid I know. The reason I ask is because I have an inside cat and it doesn't like other cats AT ALL! I don't want any scrapping even with a piece of glass in between them. I'm afraid it will come around more when it knows I have a cat.
Tricia, I like your concept! Just kidding. I'm looking at the scarecrow sprinkler but its expensive and quite loud just to keep a cat away. I'll go with the squirt bottle for a while after I tell the owner.
 
Sprinkle some red pepper where the cat comes up to. It really irritates them. It will probably get out of the habit when it learns it won't get anything anymore.
 
Squirt it with a water bottle when it comes around. I've seen cat repellants at pet stores, but I don't know how effective they are.
