How do I stop my new dog whining at the cat and trying to play with her?

We adopted a 3 year old whippet lab cross from the RSPCA 9 days ago and have been slowly trying to get her to get along with the cat. At first we kept the dog on a lead when the cat came in (she has been living upstairs) and over the past week the dog can now be off her lead but she tries so hard not to go near the cat but whines constantly when the cat is near her and we have to tell her to get down from jumping up and trying to play. She gets loads of attenntion when she ignores the cat but its so hard. She will sniff and whine after the cat for hours after the cat has gone. What else can i do to help the transistion?
 
my dog wants to play with the cat if it is out of reach or someone is holding it. but when the cat is on the ground the dog does nothing because if he annoys it he hissed and tries to scratch him.
 
Let the cat tell her how she feels about the playing, assuming she had claws. Otherwise just get Ye Olde Squirt Bottle. Works everytime.
