How do I stop my fish from eating each other's tails?

I have 2 goldfish, one is a redcap oranda I think. When I went in to feed them, I found one of them swimming upside down. He managed to turn around, but he can only swim vertical. His tail, which had been a quad split, is now nothing more than a stump, I don't know what to do.
