how do i stop cats from fouling on my freshly laid bark in my garden.?

I bought a powder from the garden center, it keeps all cats away but does not harm them, the only problem is that you have to apply it once a week and after it rains, there are a few products available, i would check with a garden center in your area and see what they have, it does work.
