How do i reprogram Honda Accord 1997 1.8i saloon key fob?

I have tried turning the key in the ignition, pressing the button, then turning the key off again method, but didnt work. The batteries are fine and the central locking works with the key.

I was thinking of shorting out the transmitter receiver to see if i can get the locks to work, as i have got 12v to the receiver. Then i would know it was the fob not working.

Any advice please.............
