How do I register a car in Illinois but purchased in Virginia?

Thank you very much for your help in this matter. I bough a used car in Virginia. I have the title from the seller. But the problem is that I have not registered yet because I am not currently in the US. I will be in the US in August and will be a resident of Illinois. I would like to know the penalty for registering the car after 30 days of purchasing it. I am worried on how to do the paperwork with the DMV. Where do I get a temporary license plate to drive it from Virginia to Illinois? Should I do this is Virginia or in Illinois.

I would appreciate a lot help on this matter.
 
just take tittle to dmv to register car no problems and where to get temp tags would be at Virginia dmv what every city its in an ddont forget your insurance which you can get with tittle at your honme town
