how do i put a see through background for my text in my html and css website?

hello, well i have a background image and the text doesn't show well on it. So I decided to put a background which is not 100% opaque. Something like this http://www.maltahighaccesssolutions.com/aboutus.html
(copy and paste the link and u should get a picture of a man were there is a not 100%opaque background for the text)
