how do i put a css into my html?

Hi

I have downloaded a free template to use it has the normal stuff like index blah blah anyway

I have the html open in notepad and the css open in another note pad but when i click on the web it only gives me the data without the style sheet.

So how do i get the html to read the css codes? I just cant do it.
