How do I prepare my walls before painting?

I have a lot of small holes in my walls, and plus some random bumpy parts on it too. (I've no idea how it got there.) How would I get rid of the bumpy areas with sandpaper? It doesn't seem to be working when I use it. Do I need a special primer after I'm done with the holes and all? I'm painting my room a light lavender, with a sand color for the ceiling, if that helps.
I think they're dry walls.
 
Are your walls plaster or dry wall ? I don't understand where the bumpy ares came from. As far as the hole fill them with plaster. You can get it premixed in the paint section & it is cheap. Use 2 coats of good paint for ceiling & walls. You would really only need a primer if you are going over a very dark color.
