how do I play ROM games on my computer emulators and such?

i want to play tetris attack for the super nintendo on my computer but all the games are like ROM or emulators and I dont know how to work those, ive tried to download it but a thing just pops up with a bunch of files and im not sure what to do after that
help?
 
download an actual emulator first, such as znes or something. next, download the rom and put it in a folder somewhere (you don't have to, but i like to be organized). then open up your emulator, go to file, then open, and select the ROM file. that's how emulators work
