how do i paint a few things on my rims?

I have some 24 inch 2 crave wheels that are black with some machined finish.....I have little silver bolt looking things around the whole inside lip of them and want them black. They do not come out, they are part of my rims. how should i go about painting them? I bought black touchup paint. should i sand them and prime them and them use the black touchup paint and then clearcoat them? heres a link to what they look like. http://www.2cravealloys.com/wheel.cfm?cat=23
