How do I operate the horn on my toyota corolla 1999.?

There is no "horn" entry in the uiser's manual index and it is not shown on the diagrams for the controls.
 
Before you do anything, you should test the horn. Undo it, disconnect the two cables attached, open the the nut bolt fixed with the body in front of the car just behind the grill. Wash it thoroughly with water under the tap, dry it, attach two wires, now test it with the car battery negative and positive. It should blow, if it does not, then it is faulty. Change it buy a new one. If it does, check the cables, may be twisted or broken possibly the led connection underneath the steering is worn out, in that case you will have to replace the led part, it is not that expensive, you can surely change it in half an hour.
 
Others mention to try using the horn which in majority of cars are located on the steering wheel, and I am pretty sure that you know of this; so that is a mute point.

I had similar problem with my 99 corolla. You need to check the wires attached to the horn. one or both may be loose or you have a faulty grounding. Disconnect the ground wire, the one that is attached to the frame and place it in a different location(s) then try the horn. If this doesn't work, then your horn may be bad and you will have to change it. Something simple that you can do yourself, or have someone do for you.
 
It should be pretty straightforward; I assume you've tried pushing to horn button on the steering wheel. If the horn's not working it's because it's broken. Horns on that year of Corolla are famous for going bad.
 
i have found that if you push. it blows really easy used your thumbs whole hand or forehead works that way with every car made horn always on steering wheel cant really miss it unless you dont have one then thats a real problem maybe i should send my 3yrs old to show ya how to blow horn he knows
