How do I make pictures Black and white but then part of them are colored??

I wanna make a picture black and white then have maybe like a headband be pink or some other color. I have seen that a lot on myspace and I don't know how to do it. I think it would be fun to mess around with on some pictures.


Here is the deets:
1. I have paint shop pro 4
2. I have ACDsee
3. or I have Adobe Photoshop 4.0


I would rather use paint shop pro since I am like super familiar with that.
Can you help please??
