How do I make Neji cosplay custome?

I've always wanted to be a Naruto character so i picked Neji. Although I've never done a cosplay custome myself, I mostly always buy them through the internet. This time I can't do it throught the internet because I can't afford it and I dont' think it'll come in time for the anime con. Could someone help me on how to make a Neji cosplay costume.

I would start with headband, make your own!
