How do I make an indoor cat used to living outdoors?

I have a cat that I love. Unfortunately I live in an apartment where you cannot have cats. I've tried letting him outside and leaving food out in my patio but he just meows to come back indoors when he knows I'm inside. And when I come home he waits for me and meows at me right outside my front door! So I'm afraid that the apartment owner is going to find out that it's mine ! I would give him to a shelter but I don't know what kind of life that's going to be for him. He's full grown and black and white, and the likelihood of him being adopted is very slim. He's usually an indoor cat and I usually keep him in my room, but he meows so much I'm afraid that the owner is gonna catch me! I love him so much and I want to do the best for him help me! Any advice would help. Thanks.
