How do i make a new email account on rogers yahoo?

I did what the other answers told me to do but it keeps going to this page that says

it's really annoying cuz i cant do anything with it!! whatever i click on this page, it doesnt bring me to a page where i can make a new email account! :( please help me out here! <3
