How do I lower my spare Tire on my Chevy Colorado.?

*rant alert* my sanity is hanging on a thread as I tried to lower my spare tire. I thought the piece you slide in was worn so I bought a new one ($50). The cable and tire doesn't lower at all. Then, in the manual I read about a "Secondary Latch System Engaged" which requires a 15 STEP ANNOYING PROCESS TO LOWER A STUPID SPARE TIRE!!! Which was to no avail, the process says the cable would lower which it doesn't. Maybe the female end of the tool that you turn is worn?
