How do I lock a background in photoshop 7?

Ok this is making me crazy...apparently your background is not suppose to be effected when you make a change to a layer...but it does EVERY TIME! Help! The little padlock is on and it is my background layer and I have made a duplicate layer. HELP!!!!!!! argggg
