How do I learn to retouch photos?

I have this picture that I love, but I notice this scratch on my arm, and some of my laugh lines take away from the picture, and every time I look at the picture I look at it and think "I wish those mistakes could just magically disappear!" As corny as it sounds Im a 'Paint' pro, I've made some pretty cool things with that dinosaur old software lol. I'm assuming I would need a better software, (Adobe PaintShop maybe?) and maybe a crash course. As you can tell I'm a do it yourself type of person, (it saves alot of money, and adds brainpower ^.^) so do not direct me to someone who can retouch the photo for me. Thank You!
