how do i know if my house has lead paint?

i just bought a house and want to repaint the walls, but want to sand the textured part away and don't want lead dust in the air. so how can i tell if it is lead paint or not? and what are the necessary steps i need to do to remove it properly. thanks in advance.
 
At the home improvement store they have kits that you can get to chip off a piece of paint to check if you have lead paint. Roxanne
