How do I keep my fish tank clear!?

I currently have a 20 gallon tank, with two aqua clear filters (ones for 20 gal, and another is 50 gal).The tank has been cycled, the current nitrate level is around 10 - 15 based on api test kit. I change about 5% of my water once a week, and my filter once a month. The water right now is semi clear (meaning i can see through to the back of teh tank), but it's still a bit cloudy. I've used ApI accu-clear to help reduce the cloudiness. How do I make the tank more clearer?
When i say i change my filter once a month, i m only changing the carbon portion of the filter, everything else i kept the same
 
You shouldn't be changing the filter every month, you should be rinsing the media in discarded aquarium water so you keep things healthy and mature. If you do need to replace, only replace a portion.

5% really is not a lot, step it up to 25% so you actually get some water changed in there.

Don't use any of those clearing products - adding junk to the tank like that tries to act as a cover up, but does nothing to actually fix the problem at the cause. In fact, don't use anything at all in the water except conditioner and you'll be better off for it.

Make sure you are not overfeeding - this is the leading cause of cloudy tanks. All of the food should be eaten, none left to rot, so feed lightly and gradually and only once per day.
 
try doing a water change of 25% every other week to once a month thats what I do and my tanks are clear the 5% may not be working like you would think
