How do I keep all Mac OS X 10.5 animations slow?

I know I can slow down animations (like expose, minimise, spaces, etc) by holding down the shift key, but is there a way to make them slow permanently? I'm running Mac OS X 10.5.3 at the moment but methods for previous versions may work.
