How do I hotwire or switch on a Honda Dio, 1990-1994 ??

well my bike is not registered and has no number plate but some asshole nicked my bike and kept it outside his home, now where i live there is no police and shit, and they wont really care since its not registered How do i NICK it back from him, he hotwired it but then, fixed a new ignition and stuff. its like brand new now, !!! HOW DO I GET IT BACK PLS.. TELL ME ! :'(
