How do I get the Legondary Pokemon from the old gameboy games, in the new ones,

You have to get one of the special boat passes, those were only handed out during the Pokemon Rocks events in real life.
 
since I can't trade with Silvr? How do I get the Legondary Pokemon from the old gameboy games, like Silver, Gold, Red, Yellow, and Blue to the newer ones like Firered, Emrald, Dimond, and pearl? Do I have to get one of those special fairy passes, or is there another way? And if I have to get a special pass, how do I get them?
 
You cant, you have to start a new adventure in ruby or saphire and then using the pal park you can obtain in your pokemon diamond or pearl
