How do I get rid of the little white spots surrounding an image?

When I make the background all black, there are still little white spots that are speckled all around the image itself, it's really annoying and frankly, impossible to go in an manually paint it all to blend in. Is there an easier way to get rid of all of the spots? A tool?

I use gimp 2 paintshop
 
If you zoom in super close, you can use a 1 pixel pencil size and color the white part around the image, but if you want to do that less, or have a cleaner cut of the image, consider buying Adobe Photoshop. =)
