How do I get higher tips at a high end restaurant in a conservation area?

I work at a contemporary high end restaurant, beautiful place we have all black uniforms with ties, I have to have my hair up out of my face, but no matter how cordial I am or how many times I fill a drink take plates anything, I haven't gotten a higher tip percentage than 17% the lowest is under 10%, what gives? How do I make better tips? I want to make an average tip percentage of 23%. What are things customers like in a high end restaurant? What else can I do to get more tips? Thank you!
 
I have found that the lower income clientele tip better than the wealthy ones. My opinion is that many of them once waited tables to get through school, etc. so they have more sympathy on how hard the work is. To those who grew up wealthy, you are a mere servant that does not deserve more since you have such a "lowly" job.
Being very gracious with a big smile ( almost a-kissing) usually gets a higher amount. Remembering their name if repeat customers also gets more, since they then will bring friends to show off ( Why they think it is impressing others that a "servant" remembers their name is strange to me, too)
